A STAG drinking at a clear pool, admired the handsome look of his spreading antlers, but was much displeased at the slim and ungainly appearance of his legs. "What a glorious pair of branching horns!" said he. “How gracefully they hang over my forehead! What an agreeable air they give my face! But as for my spindle-shanks of legs, I am heartily ashamed of them." The words were scarcely out of his mouth, when he saw some huntsmen and a pack of hounds making towards him. His despised legs soon placed him at a distance from his followers, but, on entering the forest, his horns got entangled at every turn, so that the dogs soon reached him and made an end of him. " Mistaken fool that I was!" he exclaimed; " had it not been for these wretched horns my legs would have saved my life."

What (a/an adj) NP 代名詞 be!の形の 感嘆文ではよく[代名詞 be]の部分が省略されますが、今回は省略を補うと"What a glorious pair of branching horns this is!" となります。
adjはadjective形容詞のこと NPはNoun Phrase名詞句でVPはVerb Phrase動詞句のことです。
a pair of NPsの数の扱いについてはよく分かっていなかったので調べてみました。
a pairやthis pair, each pairのように単数であることが限定詞で明示されていたら基本的に単数扱いだが、非標準ではあるものの複数のこともあるようです。また、A pair of women are sitting behind the counter.のように元々ペアでないものに関してはNPsにつられて複数で呼応することもあるし、その他でも後の文脈ではtheseのように複数形の代名詞で指すことが普通だったりするようです。実際に本文でもtheyがa glorious pair of branching hornsを受けていますね。

書く必要はないと思いますが、What an agreeable air they give me {t}!のように直接目的語(direct object)が文頭に移動しています。

S1(scarcely/hardly)V2(when/before/than)S2V2「S1V1するとすぐにS2V2/S1V1するかしないかのうちにS2V2」
hardly ….whenの意味はhardlyを「ほとんど~ない」の意味で解釈すると納得しづらいですが、hardlyには「少し前に,したばかりで」の意味があります。この種の表現ではそれをもっと極端に「一瞬前に」の意味で捉えると理解しやすいと思います。ただし、否定語句倒置できるかため否定語ではあります。
ここはsee O Vingの知覚動詞によくある構造です。

so that SVは「その結果SV」の意味です。
so thatは意味が目的であれ結果であれ、thatは省略可能で、また、少なくとも目的の意味であればsoも省略することがあります。そのためthat SVだけで「SがVするために」というso thatやin order thatと同じ意味を表すことになります。よってよくわからないthat節が出てきたらin order thatの可能性を考慮するというのが定石かもしれません。
・"Mistaken fool that I was !" he exclaimed;
これは挿入的感嘆文というものです。
thatはC that SVというC as SVやC as though SVと似た形を作ることがあり、asの場合のように「SVCであるので(理由)SVCだけれども(譲歩)」の意味となることが基本です。
しかし今回は挿入的感嘆文という点で珍しいように思います。
結局のところ「私はなんて思い違いをした愚か者なのだ」ということです。
この種の表現を当時知らなかったので【反省】
また、この種の形では前に出ている名詞に冠詞がつかないのが基本です。
・ " had it not been for these wretched horns my legs would have saved my life."
if it were not for ~がなければ
倒置によるif省略が起こった仮定法です。

drinkが自動詞として使われていますが、at a clear poolなどの前置詞句がなければ普通「飲酒する」の意味を表します。
